In accordance with your request we beg to hand
you the following Report on the present position of the Northpoint
scheme for Installation of storage of Petroleum in Bulk.
1. We regrat that the letter of the War Office
dated 19th August 1895, and addressed to the Under Secretary of
State, Colonial Office, insists on the construction of underground
Tanks, with the concession according to paragraph 2 of the above
letter, of a thickness of cover of 9"-
2. As we wrote in our former report of April 5th
1895, we think that the difficulties and expense of constracting
and maintaining underground tanks are so great that we are compell-
-ed to advise you to abandon the site.
We do not know of any under ground tanks having
been constructed for the storage of Refined Petroleum in Bulk and
we had hoped that the stringent Colonial regulations would have
been sufficient safe-guard to have obtained permission for over-
-ground tanks on the site.
